Maastricht Criterion Interest Rates

The legal basis is the Article 121 of the Treaty establishing the European Community and Protocol on the convergence criteria.

According to the European Commission, Article 4 of the Protocol on the convergence criteria stipulates that “the criterion on the convergence of interest rates (...) over a period of one year before the examination, a Member State has had anaverage nominal long-term interest rate that does not exceed by more than two percentage points that of, at most, the three best performing Member States in terms of price stability. Interest rates shall be measured on the basis of long-term government bonds or comparable securities, taking into account differences in national definitions”

In this data set, the Maastricht Treaty EMU convergence criterion series relates to interest rates for long-term government bonds denominated in national currencies. Selection guidelines require data to be based on central government bond yields on the secondary market, gross of tax, with a residual maturity of around 10 years. The bond or the bonds of the basket have to be replaced regularly to avoid any maturity drift.
